Purpose and Provisions

On November 8, 2022, a majority of voters of the City of Pacifica approved the half-cent Measure Y Transactions and Use Tax in Ordinance No. 887-C.S.  Measure Y funds are intended for the purpose of maintaining Pacifica's vital services and cannot be taken by the State.  The half-cent Transactions and Use Tax went into effect April 1, 2023. 

The City entered into an agreement with the California Department of Tax and Fee Administration (CDTFA) pursuant to Section 7270 of the Revenue and Taxation Code for the administration of the Ordinance imposing the half-cent Transactions and Use Tax.  The CDTFA performs all functions related to the administration and operation of the Ordinance.  Section 3-19.15 of the Ordinance requires a Measure Y Citizens' Oversight Committee to be established.

The Measure Y Citizens' Oversight Committee was formed to review the Annual Audit of Measure Y Revenues and Expenditures (to be prepared by the City's independent auditor) and review of an Annual Committee Report on the Accuracy of the Auditor's Measure Y Findings (to be prepared by City staff). In addition, Committee members will engage with members of the public to provide information and education about the use of Measure Y revenues, and provide community ambassador work to facilitate and promote community education about the variety of government services, mandates and diverse community needs funded by Measure Y.  To preserve the independence of the Oversight Process, Committee member shall not have a role in determining the use of revenue raised by Measure Y.

 

Meetings

The Measure Y Citizens' Oversight Committee will meet twice a year -- once to be briefed on the Annual Budget (mid-year) and again to review the Measure Y Audit Report and adopt an Annual Report on Measure Y revenues and expenses.

The next meeting of the Measure Y Citizens' Oversight Committee will take place on Tuesday, March 31, 2026 at 5:30pm at the Civic Center Community Development & Engineering Building, 1800 Francisco Blvd.  See Full Agenda for details.
