The Priority Parks Program is a City of Pacifica initiative to revitalize four neighborhood parks (project plans linked below):
- Brighton Park located at 497 Brighton Road
- Imperial Park located on Imperial Drive
- Marvilla Park located on Marvilla Place
- Skyridge Park located on Skyridge Drive
These parks were identified through a community prioritization process launched in 2022, which involved public surveys, site assessments, and input from the Parks, Beaches, and Recreation Commission. The goal of the program is to improve access, safety, and enjoyment at smaller neighborhood parks that have historically received fewer capital improvements. Each park design reflects specific feedback from residents about the types of features and improvements most desired in their neighborhoods.
Following over a year of public engagement and detailed design work led by the landscape architecture and engineering firm NCE, the project was released for formal bidding in late 2024. Unfortunately, the construction bids returned were significantly higher than expected. A thorough review by the Public Works Department and NCE revealed several reasons for the elevated costs, including complex concrete work, design intricacies, and potential confusion around the phasing and scope of the project.
Staff worked closely with NCE to revise the project plans and identify cost-saving opportunities. While the overall park concepts remained, several small adjustments were made at three of the parks. These revisions include removing extra benches and seating, decorative boulders and logs, concrete coloring, and concrete piers from their respective sites. Additionally, all low shrubs were replaced with wood mulch to provide a more cost-effective and maintainable landscaping option.
The most significant modification occurred at Marvilla Park, which is already in the best condition of the four sites. The original plan proposed a full park rehabilitation with a redesigned layout; however, the scope was reduced to minor concrete pathway improvements, new seating, and replacement play structures.
