The City of Pacifica is constructing a Full Trash Capture Device within the storm drain system at the intersection of Esplanade Avenue and Bill Drake Way.
The underground device will capture trash and debris carried by stormwater before it reaches the Pacific Ocean, helping improve local water quality and protect marine habitat. The project also supports the City's compliance with California's Municipal Regional Stormwater Permit by reducing trash discharged from the City's storm drain system.
Construction Schedule
Construction is anticipated to begin in late July or early August 2026. Work will generally occur during normal weekday construction hours and continue through fall 2026, weather and field conditions permitting.
During construction, the public may experience:
- Temporary lane shifts and traffic control
- Minor traffic delays near the work area
- Construction equipment operating within the roadway
The City will work to minimize impacts to nearby residents, businesses, and the traveling public. Access to homes and businesses will be maintained whenever possible.
Project Funding
This project is funded through a cooperative funding agreement between the City of Pacifica and the California Department of Transportation (Caltrans). The project is part of a regional effort to reduce trash entering California waterways and the Pacific Ocean by treating stormwater runoff from both City streets and nearby Caltrans facilities.
