Pacifica Municipal Code Section 9-4.3802 grants certain authorities to the Zoning Administrator of the City of Pacifica, which shall be carried out by the Community Development Director. Among the authorities granted to the Zoning Administrator is the authorization to hear and decide many types of permit applications, including those for minor modifications, site development permits, use permits, variances, and sign permits. When processing these types of applications, the Zoning Administrator shall have all the duties and responsibilities of the Planning Commission.

Zoning Administrator hearings follow a format similar to Planning Commission hearings. There is a meeting agenda, a public notice published in the newspaper and mailed to property owners (when required by law), and an opportunity for public comment by applicants and members of the public. An action taken by the Zoning Administrator to approve, approve with conditions, or deny a project is final unless appealed to the Planning Commission within 10 days of the action. Permits approved by the Zoning Administrator have the same force and effect as permits approved by the Planning Commission.

Zoning Administrator hearings are scheduled as needed, and generally will occur on the second Wednesday of each month at 6 PM in the Parks, Beaches, and Recreation Department conference room at 1810 Francisco Boulevard in Pacifica. Occasionally, meetings may be scheduled on other days and at other times and locations.

Upcoming Meetings

October 8, 2025 – 6 pm – In Person 

The Wednesday, October 8, 2025, Zoning Administrator meeting will be held in person (City of Pacifica Civic Center, Pier Conference Room, 1800 Francisco Boulevard).

Public Comments 

There are several ways to provide comments to the Zoning Administrator: 

  • Attend the meeting in person and submit a “Speaker Card” to Planning Division staff for the item you wish to comment on (or if you are commenting on an item that is not on the agenda). 

  • Provide written comments by email to PlanningDivision@pacifica.gov for an agenda item. To ensure that the Zoning Administrator receives your comment, please submit your email no later than 12:00 p.m. on the meeting date. Any emails received after 12:00 p.m. will not be sent to the Zoning Administrator prior to the meeting. Emailed comments should include the specific agenda item on which you are commenting or note that your comment concerns an item that is not on the agenda.
