The City of Pacifica’s Housing Opportunities on Public Lands Initiative will explore how publicly owned land can help provide affordable housing and support important community services. This effort is identified as a priority in the City’s 2023-2031 Housing Element, which recognizes public land as one of the City’s most effective tools to support the creation of affordable housing for Pacifica residents.
Through this initiative, the City will evaluate the potential of several publicly owned properties for affordable housing and other community uses. The City has engaged Good City Company to help guide planning, technical analysis, and community engagement for this project.
1111 Terra Nova Blvd, adjacent to the Sanchez Library
The first phase of the project will include a feasibility analysis for adding new affordable housing alongside continued operation of library services at the site adjacent to the Sanchez Library (Site 24).
This project will include site analysis and the development of preliminary site concepts to test feasibility. The City has partnered with Van Meter Williams Pollack, an architecture firm with extensive experience designing affordable housing throughout the Bay Area, to help prepare and refine these concepts.
Concepts will evolve over time based on technical analysis, community input, Planning Commission and City Council direction, and draft and revised site concepts will be shared publicly. Opportunities for community members and the public to shape the project are described below under Community Engagement.
Other Public Sites Under Study
In addition to 1111 Terra Nova Boulevard, the City will begin initial analysis of housing potential at several other publicly owned sites, including:
- Pacifica Corporation Yard (Site 20)
- Jefferson Union High School District sites (Sites 21 and 22)
- Caltrans sites (Sites 18, 25, and G)
Early work at these locations will include coordination with property owners and key stakeholders. The City will also prepare an inventory of other City-owned properties to better understand future properties.
Community Engagement
Community input will play a central role in shaping the future of the 1111 Terra Nova Boulevard site and informing broader planning efforts.
Engagement will include one or more listening sessions where community members can:
- Learn more about the site and planning process;
- Share ideas, priorities, and concerns;
- Help identify opportunities for housing and community uses; and,
- Provide input on early site concepts.
The community engagement process for this initiative is being supported by a partnership with the Partnership for the Bay’s Future, HEART of San Mateo County, and the Pacifica Resource Center to help ensure inclusive participation from across the community.
