Quarry Site Housing Development Application: Coastal Crest Residences

On October 6, 2025, the City of Pacifica received a full planning application for a 1,225-unit housing development project on the Quarry site. (File No. 2025-036)

Under the Housing Accountability Act and other state laws, the applicant has invoked the Builder’s Remedy. The applicant submitted a Preliminary SB 330 Application on May 7, 2025 in compliance with the statutory requirements of Government Code Section 65941.1, which vests the law in effect as of that date. As the City did not have a certified Housing Element on that date, the project is subject to the Builder’s Remedy.

The City will process the full application in accordance with state law.

Initial Project Description:

A residential housing development project with 1,225 units, all affordable to moderate income households. Project site is approximately 86.39 acres comprised of three vacant parcels (Assessor Parcel Numbers (APN) 018-150-110, APN 018-150-120, and APN 018-150-150), known as Coastal Crest Residences

Project includes:

20 apartment buildings and 26 townhomes

• 7 apartment buildings on the East Parcel (APN 018-150-150), and
• 3 apartment buildings and the townhouse units on the West Parcel (APN 018-150-110 and APN 018-150-120)
• 1,259 parking spaces

Status:

The City completed its initial 30-day Completeness Review on November 5, 2025, resulting in a Determination of Incompleteness.
