The City of Pacifica is processing a planning application for Coastal Crest Residences, a proposed 1,225-unit residential development on the Quarry site (File No. 2025-036).

The applicant has invoked the Builder's Remedy under the Housing Accountability Act and other state laws. The applicant submitted a Preliminary Application under Government Code Section 65941.1 on May 7, 2025, vesting the laws in effect on that date. Because the City did not have a certified Housing Element on that date, the project is subject to Builder's Remedy review. The City is processing the application in accordance with state law.

Current Project Description

The Project consists of a residential housing development project known as Coastal Crest Residences and includes 1,225 units. The Project Site is approximately 86.39 acres comprised of three vacant parcels.

The Project consists of the development of 1,225 below market rate apartment units at moderate income levels on the Property following reclamation under the 1996 Reclamation Plan. Preserve will develop the proposed residences in 20 apartment buildings and 26 townhomes.

Seventeen of the 20 apartment buildings will be located on the East Parcel, adjacent to Cabrillo Highway. Three apartment buildings and the townhome units will be located on the West Parcel.

The Project consists of development of 1,214,010 square feet at a density of approximately 14.2 units per gross acre (16.52 units per net acre). Buildings 1A through 1E will be five stories in height and will contain between 104 and 110 dwelling units. Each of the Building 2-type buildings will be three stories in height, containing 24 units. Buildings 3A, 3B, and 3C will be seven stories in height and contain between 109 and 144 units. The townhomes will be three-stories in height. The apartment units will include 98 studios, 516 one-bedroom units, 477 two-bedroom units, and 134 three-bedroom units.

The Project includes an approximately one-acre area for use by the local Tribe as a memorial park. The Project includes 1,259 parking spaces, split between enclosed parking, parking lots, and street parking.

Status

  • October 6, 2025 — The City received a full planning application for a 1,225-unit housing development on the Quarry site (File No. 2025-036).
  • November 5, 2025 — The City completed its 30-day initial completeness review and issued a Determination of Incompleteness.
  • February 2, 2026 — The applicant resubmitted the application.
  • February 27, 2026 — The City completed its 30-day completeness review of the resubmittal and issued a second Determination of Incompleteness.
  • March 5, 2026 — The project applicant submitted an appeal of the City's second Determination of Incompleteness. A hearing on the appeal will be scheduled.
  • March 25, 2026  The project applicant resubmitted the application.
  • April 7, 2026 — The City issued a Determination of Completeness.
  • April 20, 2026 — The appeal of the second Determination of Incompleteness is tentatively scheduled for hearing before the Planning Commission.
  • April 28, 2026 — The City issued an initial determination of inconsistencies pursuant to the Housing Accountability Act.
  • May 12, 2026  The project applicant withdrew their appeal of the City's second Determination of Incompleteness.
