Second Units
One Stop Shop Program - Interested in building a second unit (Accessory Dwelling Unit/ADU)? Through a partnership with 21 Elements and Home for All, a Second Unit Resource Center has been created with a very helpful step-by-step workbook for homeowners. The workbook takes homeowners from vision to permitting to what to know when becoming a landlord for the first time. The Symbium Tool can also help you to learn more about building an ADU on your property.

Climate Action and Resilience
Climate Action and Resilience Committee –
The Climate Action and Resilience Committee (CARC) is a standing advisory body established by the City Council in September 2025 to advise the City Council on the implementation of the Climate Action and Resilience Plan. Members include residents and youth representatives dedicated to building a more sustainable Pacifica.
Climate Action and Resilience Plan –
The Climate Action and Resilience Plan (CARP) is Pacifica’s long-term strategy for addressing climate change. Originally adopted in 2014 and updated in 2025, the Plan outlines actions to cut emissions, transition to clean energy, enhance transportation options, reduce waste, and prepare for climate impacts. The updated CARP integrates community input and measurable goals to track progress toward a more resilient and low-carbon future.
