The Code Enforcement Division works to maintain safe, clean, and attractive neighborhoods in Pacifica by ensuring compliance with the City's municipal codes and zoning regulations. Code Enforcement staff respond to complaints and work collaboratively with property owners and residents to resolve violations.

Please be aware of a currently active phishing scam targeting Pacifica Community Development’s Building and Planning Division customers. The fraudulent emails are highly convincing and can appear to be from trusted sources. The attackers are impersonating City employees and requesting payment for active planning applications and building permits in order to "complete" open projects. Please contact City offices directly through the contact information on https://www.cityofpacifica.org before sending any money. 

Common Code Enforcement Issues

Code Enforcement handles a wide range of concerns, including:

  • Unpermitted construction or grading
  • Overgrown vegetation and weed abatement
  • Inoperable or abandoned vehicles on private property
  • Accumulation of debris, trash, or junk on private property
  • Illegal dumping
  • Zoning violations, such as unpermitted commercial activity in residential areas
  • Property maintenance issues that affect public health or safety

Submit a Complaint

Complaints can be submitted using the Code Enforcement Complaint Form. Completed forms can be submitted by:

  • Mail: Community Development Department, 170 Santa Maria Avenue, Pacifica, CA 94044
  • In person: During business hours at the Community Development Department counter

What to Expect After You Submit

After your complaint is received, Code Enforcement staff will review it and conduct an inspection if warranted. Staff will work with the property owner to achieve voluntary compliance where possible. Due to the nature of code enforcement, staff cannot share details about open and ongoing investigations with the person who filed the complaint or the public. 

Administrative code enforcement case files are generally public records, however, some information, may be exempt from disclosure.
