The City of Pacifica is committed to expanding housing opportunities for residents of all income levels. The Community Development Department supports housing production through planning policy, state housing law compliance, and proactive site planning initiatives.
Pacifica's Housing Element establishes two overarching goals that guide the City's housing work:
- HE-G-1: Maintain, Improve, and Develop Housing — Encourage the development and retention of housing in a variety of types for all income levels, with priority given to low-income households and projects that foster sustainable urban development.
- HE-G-2: Affirmatively Further Fair Housing — Ensure community members have equitable access to safe, sanitary, and affordable housing; foster inclusive neighborhoods; remove barriers to housing for vulnerable communities; and protect residents from displacement.

HIP Housing’s Mission is to invest in human potential by improving the housing and lives of people in our community. HIP Housing enables people with special needs, either from income or circumstance, to live independent, self-sufficient lives in decent, safe, low-cost homes. To achieve their mission, HIP Housing provides Home Sharing, Self-Sufficiency, and Property Development.
Housing Opportunities on Public Lands
Pacifica is exploring opportunities to develop housing on publicly owned land. These efforts prioritize affordable and mixed-income housing that serves Pacifica's existing and future residents. The Housing Opportunities on Public Lands Initiative identifies city-owned parcels with housing potential and engages the community in shaping how these sites are developed.
